1. After destroying Napoleon and his bid for world domination, the rulers of Europe met at the Congress of Vienna to try to restore the pre- 1789 European order. They formed "The Holy Alliance," a rejuvenated "Holy Roman Empire," but without a head. It was a loose organization of rulers, formed for the purpose of suppressing liberty, and the perpetuation of their own thrones. The Pope, having been discredited and humiliated by Napoleon, was not even invited to join, whereas but a few years before, he would have been recognized as the head.
